Okay, that is probably one of the most unflattering dresses I've seen in a while, not to mention hideous, but if you're looking for some shoes to pair with it, I would suggest red high heels. Since the dress is brown, red will really make it pop and and a nice color contrast. Don't even think about entering into the black, white, or silver shoe color category, as it will only make the dress look tackier.
