My betta is sick (picture)? He's not even blowing those sticky piles of bubbles?

He hasn't had fin rot since November 2008. He had been bought from a gas station by a family member and given to me to put in with my goldfish. (I didn't do it).
He turned white in his little cup (he was cold) and he had fin rot.
After being put in a 2.5 tank with silk trees, heat, filter, conditioned water, salt, everything you can imagine, he recovered from fin rot after 3 months of Macaryn TC (with 2 breaks in between). His fins grew red and blue. He never had any other disease ever again.
The picture shows what I found him with on Friday. Is this fin rot? This is nothing like what he had in 2008, it was much worse with black or white edges. What he has now is shredded fins.
Could it be ammonia? I put in Stress Coat to remove that. His fins were very big and long, he's lost like 25%. I don't get how it could have happened overnight. I feed him twice a day and check him.

the betta does not look like it has fin rot and it is ok if he is not making the sticky bubbles which is called a bubblenest. Honestly it looks like your bettas been eating his own tail. To help prevent that you can give him some bloodworms or some more pellet food
